I haven't been able to find any quote from Brady Dommermuth or Doug Beyer commenting on the issue, so I think Wizards is keeping this deliberately vague

I can see a real upside to being able to deal with problematic cards/strategies as needed and not having to deal with waiting to ban/restrict them, but on the other hand I see a real downside in making it harder on players to keep up with this information
most printing services will refuse to print these since its copyrighted material and illegal to print without permission, so be cautious
Furthermore, there are many more widely played formats (such as Tiny Leaders) I could provide a link to, but the reality is that if you include all those formats in your definition of previously banned, some person will eventually just invent a format that bans every card but basic lands, and therefore will be able to tutor all cards
